Kammerer Award; Legislative Leviathan (First and Second Editions), winner of the American Political Science Association, Legislative Studies Section’s 1994 Richard F. Fenno Jr. Prize; The Democratic Dilemma: Can Citizens Learn What They Need to Know?; Stealing the Initiative; and most recently, Setting the Agenda: Responsible Party Government in the US House of Representatives.

Course Description:
Presents tools for analysis of public policies. Students collaborate on term-long projects analyzing public policy formation, implementation, and outcomes. Prerequisites: IRCO 400, 401, 410, 412, 420, 421, 453, and 454, or consent of instructor.
